Generally they call for another unit. A friend of mine is a WI State Trooper and had a special Ford Mustang pursuit car. Had teh IMSA fenders (real wide fenders for BIG tires), a blown 428cid big block and all black. No marking. Lights were hidden behind the grill and windshield. Even had standard tags. Nothing short of some very $$$ Lamborghini's would outrun him.
BTW North Carolina had 2 Countach's for their state patrol. That was back in 91 or so though.
