Default oc'd 9800 Pro keeps reverting to low clock speeds

Hi.
Just installed some more fans in my pooter, the environment temperature dropped by over 20 degrees C, so thought I'd try to squeeze a bit more juice out of my Radeon 9800 Pro 256Mb. I had it running at 395/355, which is a mini-overclock with stock cooling. I tried running it at 405/365 with ATI tools, and seemed fine, temperature registered at 55 degrees C - no artifacts. So I set these speeds with Radlinker as the BIOS bootups.
I ran Aquamark3 to see if it made a difference, and it did. So I went back to ATI tools to see if the temperature had gone up, and no, it hadn't, but it registered the clock/mem speed as 373/338, which is what the card had as a default when I got it, and is much too slow for what the card is. Any ideas for the drop in speeds? Tha card is working perfectly well, and has no trouble staying at 395/355.
Could lack of power cause this? I'm running all this stuff on a measly 300W PSU, or does it sound like a failsafe of some sort? I think it's an R350 Core if that's any help.
