Default Registry Error

One day I booted up my laptop and recieved an error message that said something to the effect of "user32.dll has been relocated and will no longer function properly." Now everytime I turn on my laptop it says this, it also notifies me of it everytime my computer tries to hibernate. I've scanned for malware, spyware, and adware, none of any of it. I tried to use my registry cleaner (RegCure) but was notified that 'user32.dll has been relocated' and i couldn't use the app. Does anyone have a suggestion on how to fix this?
