They are suggested ranges, with the highest being loose which should work no problem and the lowest being what you would want to later tweak to if possible. When lowering them be sure you only lower one at a time and test after each move, if you lower more then that then when you get errors you wont know which caused it
No, timings wont cause more heat only voltage changes. And If you used the CPU voltages I suggested (which are the ONLY ones that would affect CPU temps) then like I said it is a high range and you can likely lower with testing.
If you want to keep a really high clock it sounds like you need a much better cooler. If you are using Intel stock one then for sure you do either way
