Not certain but your memtest file is probably an ISO file. You should be able to "burn image" with Nero or some other burning tool. I do not believe Windows can burn image files without an add on application. I haven't used any of the choices offered but you should be alright with the options here: Free ISO Burner BurnCDCC (Burning Software for Vista/XP/2003/2000/NT) » My Digital Life . I think Nero still offers free trials as well.
