Good choice of cooler.
You'll likely easily get 3.6GHz with an E0 at around the VID of the chip or a little less. No more than 1.3V I'd guess. Cache timings will likely make no difference in practical terms, and the slight overclock will no doubt improve L1 and L2 cache latencies.
