Default Re: GA-P35-DS3 - what do the phase leds mean?

Hello! sorry to bring up this old post again but I've a problem. A serious one! I've built my own comp and it has a Gigabyte GA-EP45-UD3P motherboard, 4 gb RAM, Radeon 4850 HD, An intel core 2 duo 3ghz (stock cooling), a PSU (Power supply unit?) that gives 520W and a standard Hdd 150 GB.
I press the power button and the cpu fan spins a half round and then it stops for a few secounds then it gets up to 800-850 RPM. The phase leds is all lit up all the time, I've changed my PSU one time already. So i dont know what im going to do. If I try to get to windows it restarts at the loading screen.

The temp of the cpu is 36 degrees when in bios. It also makes a sound, a beep that never stops. It does not stand in the manual what it means.

Help me!
If you need additional info I'll be happy to give you it.
