Absolutely.
If it can be done on good voltages and temps, then why not go for it? You'll I;m sure be using the machine for at least a year, maybe two, and a 4GHz clock will extend the useful life of the PC no end. You can always drop down to something slower after you get 4GHz or more stable, then when you feel the PC is slower than you'd want, crank it up. That way, it's like getting a free upgrade.
I don't think I'd have used my X2 3800 for as long as I did without over clocking, so it literally saved me money, by not upgrading as soon. Over 2 years of abuse and 1.6Vcore and it's still alive. Really sparked my interest in oveclocking too.
Keep it safe though. Unless you can afford to replace the CPU, get your max OC then drop back if you're a little nervous with Volts and temps. As said, when it gets slow, you won't care much about pushing it. With depreciation the way it is, todays $300/£200 CPU is in the bin within 3 years, sadly.
