That statement is right on. And the answer is that there is a design defect with this mobo. No difference between two boards. Nothing is shorting or otherwise untested. Video cards, cpu, ram, etc all tested on a different mfgs board and even asrocks original asrock extreme x58 and no such problems. Probably most don't run into this issue as they are likely not noticing under volt. There isn't a lot of hardware highly dependent upon being within the 3.3 volt spec of minimum 3.14 volts supplied at the slot.

Did you test without any power saving c states and eist enabled just to see if it affects things? Or tried with llc enabled? Added two or three clicks more ioh and ich core voltage to help with xfire/sli? Maybe it won't bog down your 3v line?

Any firmware/driver updates for your raidcard?

Raid card firmware definitely isn't it. Card works fine with other boards. Also, voltages reported by utilities are not slot voltages so it makes sense they can be lower at the card.

If you tell me more specifically what you'd change in the bios I can try other things. I'm not well versed in tweaking all the voltages and didn't want to introduce more variables. Scientific method here would be good. Changing 1 thing at a time and testing... Let me know how you'd start.

Don't go off things working fine on other mb's as a sure sign,I don't think its your mb I'd say its a BIOS issue/incompatibility but I can only guess,could be down to xfire/sli sapping power from the other pci/pci-e slot? Idk

Just try a quick test with c1e,c3/c6 and eist disabled in advanced CPU features or your mb's equivalent menu,test with llc enabled too

Normally when running xfire/sli two or three clicks more ioh,ich core voltage helps with stability,you would need to read your mb manual on where to adjust things,if none have any effect then put back to what they were

This problem is a simple Ohms Law issue. Physics really. The traces providing the 3.3 volts to the PCI/E slots are not able to handle the current drawn by your down stream cards. The traces heat and that current and voltage is dissipated in this heat. If there is insufficent cooling to the the traces, they will act like a fuse and open.

A design flaw or design limitation is an argument the designer of the board can answer. Either way, I'd say this board is not compatible with your requirements.
