Hi,
I recently put together the following PC:
AMD FX 8120 | Asrock 990FX Extreme 3 | 8GB Corsair Vengeance 1600c8 | Crossfire Sapphire HD 6950 2GB | 750 Seasonic S12D
Cooling: Corsair H80 (water cooling)
Current BIOS = 1.20
The problem:
1) The CPU and MB temperature within BIOS are reported at 127 degrees celsius - in contrast within Windows 7 via CoreTemp temps are reported as normal 15-35 degrees celsius.
2) There are two kinds of throttling this motherboard produces. APM throttling (clocks drop to 2.7Ghz) and a dramatic multiplier throttle where the multi will drop down to 7 for a short time period effectively producing a CPU frequency of around 1Ghz during the multi drop
3) With all power management disabled (C1,C6,APM,Turbo,CnQ) the CPU will still multi drop to 7 when frequencies are above 3.39Ghz under Prime 95 testing.
Note: Throttling occurs with CPU temperatures under 40 degrees celsius!!!

dont know much about amd chips but on intel its eist you have to disable to stop cpu throttling,isnt there something called amd cool and quiet that does the same thing? not 100%sure,or you can keep everything enabled,c1e ect and use high performance power profile in wondows7 power saving options,then cpu will run at full speed/voltage all the time

I too have just encountered this problem. I was attempting a max overclock with my cpu, and could not get the throttling to stop at all. C1E, CnQ, thermal throttling, etc ALL disabled, and yet this doesn't stop the throttling. I can't stress test the CPU due to this. I have tried contacting ASRock directly, indirectly, and no luck with an response. I'm probably going to sell this MB and grab up the gigabyte board, as they have fixed this issue with the GA-990FX-UD3 latest bios release.
Just wish they would respond to the issue and update the bios to correct the issue.
After abusing google with this exact same problem it brought me here.
As soon as I run any stress testing ie. prime 95, OCCT, AMD Overdrive etc my multiplier keeps cutting back to 7 then back up to my clock speed, then back to 7 and repeats over and over constantly.
I'm using an AsRock 990FX Extreme 3 mobo, AMD FX 8120 cpu, 8GB corsair vengeance ram.
This only happens on clock speeds above about 3.9ghz for me, I'm using a coolermaster 212 evo and decent case cooling, my temperatures on AMD overdrive and core temp are very good (around 48 max load at 4.3ghz)
If anybody has any answers/suggestions for this I'd be most grateful.

seems like BIG issue with asrock motherboard..
also 880g pro3 / 880g extreme3 / 890gx extreme3 / 970 extreme 4 have this problem
