What is the brand and model number of your cpu cooler and heatsink fan?
It sounds like your cpu cooler is not properly installed and you might have used too little or too much thermal interface material (TIM).
If you are using a heatsink that mounts to your motherboard with 4 push pins, there is a good chance that one or more of the push pin mounts is not fully seated. You can test this by gently rocking the heatsink side to side in several directions to see if any of the push pins are loose.
