I'm assuming you see the 1.6GHz speed in the BIOS, but you did not say what was showing that.
A speed of 1.6GHz is the standard speed seen when Intel's SpeedStep CPU power saving option is enabled. I'm guessing that is what is happening in your case. When the CPU is under a low load, it will switch to 1.6GHz speed to save power when that option is enabled. When the demand on the CPU is higher, it will immediately switch to the normal speed, 2.6GHz with your CPU. Many hardware monitoring programs that run in Windows will show the CPU speed, and you can see it change.
You wrote it won't change regardless what you do. What have you done?
