Perhaps you should change your voltage as describe at the bottom in this two articles G.Skill RipjawsX F3-2133C9-32GXH 32 GB PC3-17000 1.6 V DDR3 Review | techPowerUp and Patriot Viper Extreme PC3-16000 CL9 1.65 V DDR3 Review | techPowerUp
I just bought the Asrock X79 Fatal1ty Champion board and I have one issue with it. I have populated all the DIMM slots with 4GB sticks, a total of 32GB of RAM and they are rated at 1.65V, 2133Mhz. However, I cannot get 2133Mhz working properly, booting into Windows will BSOD within a minute. Is it possible to get 2133Mhz stable with 32GB of RAM with all RAM slots populated or not?

I have this board too, it works like a charm. But you have to put manually the voltage required for your oc, and the level 3 or up to ensure stability. Those memos need 1.65v at least...

I'm not overclocking my CPU, installing 4 sticks will run 2133Mhz fine, but 8 sticks will BSOD unless if I set it to a lower frequency. What kind of voltages do I need to increase in order to achieve stability for all 8 RAM sticks at 2133Mhz?

Have you tried xmp profile? It should work fine. If that does not work, try increasing vtt voltage to 1.22-1.25.
Try to put vcore offset and a gain of 0.04-0.06. Enable auto increase in turbo.
I have seen with my four sticks that xmp applies the total correct values. If I put them manually, I have unstability. Increase those voltages too. It should do the trick.
