I have not solved this case yet.
You are the 3rd person I have seen having similar issue. One of the guys had ASRock Fatality board but luckily he had another PCI-E 3.0 slot where he got his card working.
I have filed problem reports for both ASRock and Sapphire to get technical support but have not received any response so far.
Maybe you should file the reports also to speed up the investigation if they receive many similar issues.
I am already considering to buy a new motherboard (not ASRock) to see if my problem gets solved, and to pinpoint the issue to graphics card or motherboard. It seems to be impossible to solve this in any other way, especially without any support from manufacturers.
