H77M-ITX with 8x PCI-E SAS controller

I have a H77M-ITX, and am trying to get an older LSI-8208ELP SAS 8x PCI-E controller to work in the only 16x slot. The slot sees another older Startech 1x controller, but not the LSI.

Does the slot support running at 8x?
Any settings or Jumpers I may be missing?

We test LSI PCI-E x8 9217 SAS card with BIOS P1.10, the RAID card works fine.
