They should all spin down normally. Contact AsRock Support.
I have a Asrock X79 Extreme11 motherboard with a Intel Hard Disk controller & a LSI SAS2308 Hard Disk controller.
I'm using 6 hard disk drivers in JBOD Mode on the LSI controller & 4 hard disk drivers in JBOD Mode on the Intel controller.
The hard disk drivers on the LSI controller never spin down but the hard disk drivers on the Intel controller spin down down normally.
I would like to know how to enable hard disk drives spin down on the LSI SAS2308 controller.
Any help would be really appreciated.

If I paid over 500USD for a freakin motherboard, it better work correctly, contact LSI and ***** and moan, call them directly. Sometimes you really have to complain to get results. Asrock is a great motherboard company but since they have spun off from Asus their support has gone downhill and you can tell them I said that.

Buy a few SSDs and that will solve your issue, they dont spin at all. LOL, I am not making light of your issue but with new technology and that board is cutting edge you are bound to have issues.

So the Windows power plan setting for Hard Disks is ignored by the LSI controller? Perhaps pro-level controllers are not designed to spin down HDDs.
If LSI is anything like Marvell, once they sell their chips to someone else, it's not their problem. But, give ASRock a chance, you might still hear from Emily here in this forum.
So no option to set that on the LSI controllers option ROM that runs during POST?
