LOL I think I just had that same issue with my z77 OC Formula. I fixed mine by clearing the cmos. (no, loading defaults in BIOS did not help me)

Hi all,
im trying to overclock my new i7 3770k, using the z77 extreme4, but i still can't do that
i can change the multiplier in the bios, but when i boot windows, and check my CPU current frequency it says 3.5 Ghz (tested with many utilities)
i have tried everything, and this includes:
-updating bios
-resetting the motherboard using cmos button
-resetting motherboard by taking away the battery
-tried to overclock with default settings inside the uefi menu
-tried to change every setting in the OC tweaker menu, and in the CPU configuration menu
Some people on tomsHW (italian) said me it can be caused by the BIOS that isnt working well.

by "clearing the CMOS" u mean resetting it using the button (or removing the battery) ?
beacuse i tried it and, all was resetted, and the system time too.. but, i had some settings saved in the OC tweaker page (in the 3 slots) , and when i resetted, they were still there...
I have no problem OC a i5-3570K on a Z77 EX4 board. In the OC Tweaker screen, set CPU Turbo Ratio to All Cores, and then set the multiplier to your goal OC. Try 42 at first, to be safe and see if it works. If you do it by Per Core, you must set each one individually, which I have never done, so that my react differently.
How are you setting the multiplier? This worked for me on any BIOS version.

Something was wonky with my BIOS and a clear fixed it. I thought maybe it might help you as well.
Try this : install RealTemp and go to Settings and check if "Disable Turbo" is enabled. If it is , uncheck it and see if the frequency goes back to the overclock setting.
In the settings area you can enable core 0, 1, 2 and 3 to show in the tray bar. Regarding BIOS, I have a different mainboard now and I get that issue when I go into Windows. As soon as I uncheck "Disable Turbo" in RealTemp, the frequency goes up to 4200, as it was set in BIOS.
