Default Z77 Pro 4 on board video not working for boot

I put a Z77 Pro 4 into my home server recently ( for sata 3 and usb 3 etc).
A few days ago I tried to use the video card somewhere else and attached the onboard video of the board.
I've tried this with 2 different PCI-e video cards (one Nvidia and one ATI) with identical results.
When I still have the PCI-e card attached, the onboard video works fine. But the boot menu goes thru the PCI-e card.
When I change the bios under "Northbridge" to use the onboard video as default I get a boot-loop of the splash screen.
If I pull the PCI-e card with the bios set to onboard video, then I get the boot loop again.
As soon as I put a video card in and reset the bios to PCI-e for default again, it boots perfectly and when I plug a monitor into the onboard dvi, it's recognized immediately.
This happens the same whether using the DVI or SVGA ports for the onboard video.
I also have 2 Hauppauge TV tuner cards in the server for live recording (an 1800 and 2250), but they work fine in any scenario.
Any ideas? The onboard video is one of the reasons I went this route (with the i3 2105 Sandy Bridge cpu).

Thanks in advance for any information and assistance.

#3 - Please use the PSU Calculator found HERE to determine if it might be the PSU causing issues. I do(Lifetime PRO ver.) and will mention so if it is marginal for your build.
____Consider your PSU to be the foundation from which all else is built upon. Anything built upon a weak foundation is poorly built.
