its more likely it blows cool air in as hot air rises...the ones at the back and towards the top of the case blow the hot air out.
hey folks
i have a fan on the window side of my box. they way they had it when i got it, the fan was blowing inwards.
is this the way it should be? shouldnt it be taking the hot air out of the box? (just like the Power supply fan, the processor fan) ?

Yes it's an intake fan as it not only directs fresh air onto AGP/PCI card/s it eliminates a dead airflow spot in the case.
