With very few exceptions, the fan should blow down onto the heatsink. About the only company that makes a sink that works the opposite is some of the Alpha units.

i Just have a question about the Cpu fan , when i place it on the Heatsink should i place it so that the air flow down on the heatsink or away from the heatsink ??

depends where the fan is, if its at the bottom, you want it sucking in, if itsa at the top, you want it blowing out

I have a Alpha PAL8045 and temp dropped another 2 degrees down when I turned the fan to take the air away from the heatsink. Just test it out both ways, or 4 ways with the case fan, see what works better.
