I got a new chipset fan... it was a little too big compared to the holes on the motherboard... so I used the plastic tack thingi to put it into one hole... and the thermal compound is holding it pretty tight.... its not moving... that is cool right? surely my motherboard temp is cooler! by 1C

As long as there is no movement of the HSF, then all should be well. Make sure to check it occassionally, though, so that you can catch it if it decides to become separated from the chipset.
