Should the fan over the heatsink on the CPU blow air onto it or blow air away from it?

I have a Zalman with the fan mounted on a bracket above the heatsink.

Yesterday I fitted the Volcano 7+,but seem to cause problems,
temps went up not down,If I turned the speed of the fan up the pc rebooted.

Don't know if my PSU is up to it,its a 300W,running

AMD xp1800+
80GB HD+20GB hd
CD Drive
CD Burner.

With Thermal take fan for intake and Enermax for exhaust

I am running temps of cpu 55 system 42
CPU usage at 100% as I'm running one of these background
cancer research number cruncher applications.

Also did find the Volcano a bit too noisy,PC is in Lounge Room

First of all make sure that the clip has been installed the right way around (the pressure point should be right over the core) and secondly I hope that ya not powering it from the mobo. :?:

Quoted from the GlobalWin Website like a year ago. lol......

"When your feeling so damn hot during the summer, do you prefere for a fan to be blowing air on you? Or sucking it away from you?"

.....that's what I thought! :p
