ok not that its a bad thing but you have the CO stepping(i do also) 3.6ghz is the sweet spot for that chip, yes it can go higher but will take some work at getting it there. from what i see in your settings the first thing you might want to do is change your mem multiplier from 2.66d to 2.00d. yes it will under clock your mem but it will also help you get the CPU stable first then you can tweak your mem once it is stable.
second thing. i just learned this myself trying to OC my Q9550 on my GA-EP45-DS3R mobo. in bios in MIT to the right click on enable optimized default settings. this makes a big difference. then go back to the top of MIT and set your ROBUST GRAPHIC BOOSTER to "FAST" setting the optimized default make pre adjustments to the mobo that isnt normally done when not OCing. take a look at this link here. it is where i was shown about the optimized default settings. OCing a Q9550 on a GA-EP45-DS3R id say do those things first and see what you can do with it. id say you will be pleased. hope this helps some.
