Default No drives found - P5Q Turbo

I recently built a rig for my brother and his drive is recognized in the BIOS, but it will not recognize the drive and allow me to install an OS. I suspect some BIOS setting may be holding me back from installing Windows, but I'm not sure what exactly. Also, the DVD-ROM drive does not work whatsoever; it too is recognized in the BIOS.

Specs: Cooler Master Storm Scout
ASUS P5Q Turbo
Intel Q8400
G Skill 1066 DDR2
Hitachi 1TB
Antec TP 750w
ATi Radeon HD 4870
Pioneer DVD-ROM

If you have the BIOS set to AHCI or RAID you will have to load a driver before you install a OS

Do you have the hard drive plugged into the 1st red SATA port & the DVD in the 3rd or 5th red port?
By default these ports should be in IDE mode (unless you set them as Lsdmeasap said) and do you have the Rom set as the 1st boot device?
