I'll be upgrading to an AMD Athlon 3200+ Barton soon. Should I get a better cooler than the stock one?

the stock cooler should be fine as long as your not overclocking and the case airflow is ok

And if you do decide to go with a new cooler, how much are you willing to spend?

absolutly. the volcano 7+ is cheap and effective, but I love the silent boost. It's perfect, I swear ;)
In a warm room, on a hot pally athlon, it keeps my cpu below 45° C and at only a whisper :D

I probably hit up the silent boost, 30 bucks is worth it. Also, is this the right stuff as far as thermal paste?

No. You want Arctic Silver 3 or 5

I'd actually recomend Arctic Silver Ceramic, which is what i use. It's been tested to work better than arctic silver 3, although I don't know how it compares arctic silver 5. It's also 100% non-conductive and easier to clean up than AS3.
