Default Continual Rebooting

I am not very savvy with computers, so I need help. I turned on my computer this morning and it starts to load like normal. Once it gets to the end of the loading counter things, it flashes quickly to a screen with a couple of lines of writing on it and then immediately back to the loading screen where the bar is halfway up. It constantly does this over and over. I cant get to safe mode, the OS or anything else.

What do I do??

looks like its time to reinstall - you could try and take the drive out and do filescan on a different computer - can work, sometimes.
