You have speedstep enabled, you must go into the advanced BIOS Page and disable C1E and EIST

Ya, it is not a problem. It is by design, Intel designed the processors/boards to be able to lower voltages and CPU multiplier when the system is idle to save energy

You want them disable when overclocking

I would suggest you read this guide, it will help you alot with your board and BIOS and help you learn to overclock the right way >>
Gigabyte X38/P35/P965 (DS* DQ* S3) Overclocking and General BIOS tweaking Guide

Since you have a G31 instead of P31 or P35 some of the BIOS options may not be in your BIOS though, but please do read and learn as it was written for your board/BIOS in general. Also on the MAIN Page of the BIOS you can press Control + F1 and the screen will flash, then go into MIT section and if any settings were hidden they will then be visible.

I did not write that guide myself as I never have that much time!!

I am not sure what you mean by 4-5-3-15?

You can use resume by alarm, why do you say you can't?

Auto voltages are not suggested for overclocking.

Slow down and read the whole guide before you jump into things.

Disabled in that guide for that setting is likely just because he was not using it is all, you can if you like
