I'll have to let someone who has had more experience with dual-core answer your first question. I haven't encountered anyone with this type of problem before. I'd guess there's something in the BIOS you've missed that allows you to overclock the second core, but I don't know.
PS2 mice do that. You can either turn off your power supply by flipping the switch on the back of it, or ignore it.
