I bought my new pc (the one in the signature) this July, I have 2 problems with it, the first is with the processor I have never seen the second core reach 3 GHz, it is always running at 2.8 GHz , I’ve tried messing with the BIOS settings (EIST) and it always remains at 2.8Ghz . Core number one is working fine I’m getting the speed with CPU-Z 1.30. And the other issue doesn’t really belong here but I’ll give it a try. My optical mouse stays on when I shut down the pc I don’t know why this is happening either but it’s really annoying it is connected to the ps2 port.
So if someone has any ideas I would appreciate any help

I'll have to let someone who has had more experience with dual-core answer your first question. I haven't encountered anyone with this type of problem before. I'd guess there's something in the BIOS you've missed that allows you to overclock the second core, but I don't know.

PS2 mice do that. You can either turn off your power supply by flipping the switch on the back of it, or ignore it.

Or get a USB optical mouse for $10.

Or, get a converter from someone for free. I consider spending even $10 to fix this "problem" heresy.
