Default Q9400 Cant boot to 4 Ghz ?

Why i cant boot to 4 Ghz ??
my spec is
gigabyte ga-ep45-ud3p
bluestorm II 500 watt
his hd4870
ocz vanquisher

what is default MCH if fsb is 500 ??

north bridge default voltage is 1.25v for gigabyte board .
can check using, everest ultimate edition.
there is more information in the gigabyte section of this forum

3.6GHz I'd consider a good overclock with that CPU & 3.8GHz extreme but 4GHz I'd consider wishfull thinking (unless you're trying to find out how quickly you can destroy it) plus doing any of that with that little PSU is just asking for trouble.

my chipsets default volts is 1.1v?
