You never answered me about your Fine Clock Ratio Statement?????? Still

Try this out for 984 ram speed. I think your previous issue with 965 was MCH voltage. Try hitting Control + F1 on the MAIN BIOS screen then go into MIT and see if you can find "Driving Strength Profiles" If so use 1066

MB Intelligent Tweaker(M.I.T.)
Robust Graphics Booster ...............: [Fast]

Motherboard Voltage Control

CPU
CPU Vcore….……….........................: Normal (because auto gives me 1.33V and i think that's way too much for 3.28GHz) << you should manaully set this for sure. Auto or Normal both likely overvolt it. Keep in mind what you set will be about .6 or so less in windows

CPU Termination…..... 1.200V*.......: 1.25-1.3
CPU PLL…………………....1.500V*.......: Normal << Please set to what you see for stock, Auto overvolts this way to much

CPU Referen.…………....0.755V*.......: Normal
CPU Reference2………,,0.800V*.......: Normal

MCH/ICH
MCH Core…………….....1.100V...........:1.15/1.2-1.3 << Needed for stable 2x2GB
MCH Reference….…….0.800V...........:Auto
MCH/DRAM Ref.…......0.900V...........:Auto
ICH I/O……………….....1.550V............:Auto
ICH Core…………...……1.100V............:Don't have this

DRAM
DRAM Voltage ……....1.800V............: 2.0-2.1 (2.0 is likely fine, MCH Voltage was your problem I think)

Oops sorry about the fine clock ratio. i totally missed that.

Yes i do have the setting, but i left it at 0 since i didnt want to overclock the CPU that much...

Here's what i got it stable at, and yes i believe the MCH solved my problem of lockups...

But here's the thing, as i said previously, it seems the advanced timings in the bios don't take effect in windows!

Ahh, ok about Fine clock, I just wanted to be sure as it sounded like you did not see it at first. Ya, I dont use it either, I use 9

All settings should be taking affect in windows, as long as you are not seeing a red warning box when you enter the BIOS. As for Memset Vs. BIOS, you can see what is what here, I outlined with a image and some additional info >>>
Memory Timings Explained W/ Suggested Timings & Memset VS. BIOS
