I'm not being critical, in a short while you'll have a better feel for what we need; concise but thorough details.

What's the highest stable speed you've had so far? How thorough was your stability testing at that speed?

If the lowered MCH Core volts don't work, test with:
Cpu Termination = 1.32, then 1.28, then 1.24
If one of these is successful, don't test the others, go directly to stability testing.

Good observation, you can verify this by watching the HDD activity light in your case while you're booting. Naturally you'll need to keep one eye on the screen and the other eye watching the HDD light.

Just tried your settings (Detailed in template) and it failed too boot after the "Updating DMI...Successful" message, the screen cleared, the HD was accessed followed by a reboot.
One one attempt when I first changed tRD from 9 to 10 it failed with the message but I tried again with the same settings and it simply rebooted as above.

BOOTMGR Image is corrupt, the system cannot boot.
I have USB Keyboard and Mouse enabled (So I can play in MemTest etc) but USB Storage diabled as advised, could this be an issue?

We still don't know how thorough your testing was a 449Mhz or whatever stable setup you had. Let's stop testing at 450 MHz until we know where your system was fully stable.

If your previous stability testing wasn't rigorous enough, we're wasting our time trying to get 450MHz to work.

449 is very close to "the edge".
MCH Core = 1.10 in post #17 may not work, use 1.24 from your initial 499 screenshot.
If you get errors @ 449, drop down to 440MHz and test with your 449MHz settings.
At 440, you'll be ahead of BD3D, he's resting on his laurels at 3.950GHz.

I hope you're saving "good" bios profiles (F11 and F12) in the main bios screen.

I get that message when my MCH/CPU termination is incorrect.

Two suggestions.
1- Try the B strap instead of the D strap.
2- Try the settings to adjust your MCH Reference here
