Default GA-EP45-UD3R - Reboot Loop

It seems this is a very common problem with these boards. I'm not interested in overclocking, just getting a stable running system. Not sure what all info is pertinent, but I've listed the basic components below.

GA-EP45-UD3R (Rev 1.1)
Intel Core2Duo E8400
GeForce 9400 GT 1GB DDR2 (BFGR941024GTE)
TA Memory 1GB (x4) (1GBULURTTLBB)

I haven't dealt with a mobo with all these settings before, and honestly it's quite frustrating. What questions do you have of me to better help resolve this problem?

Please put your system specs in your forum signature, and add a link to your ram spec if possible, BIOS version too.

A screen caprure of MemSet main(click >>) and spd(click spd) windows would be for a help too.
MemSet can be found in Latest Overclocking Programs, System Info, Benchmarking, & Stability Tools

Load optimized defaults save and reboot, If you have not done it already, enter BIOS MIT section and set Peformance Enhance to standard(this may aid a little) save and reboot.
What is memory voltage as reported in BIOS PC Health Status?

I've tried both Fail-Safe and Optimized to no avail. Also have set Performance Enhancement to Standard (no difference).

DDR18V = 1.808v
+3.3V = 3.312v
+12V = 11.604v

System doesn't boot so I'm unable to run MemSet at this time.

Is this new ram?

With optimized defaults and Performance Enhance standard XMP(if option exists) disabled, try MCH Core in the range 1.2-1,26v, more is not always better so start with 1.2 and increase one step at a time if needed. If increasing MCH Core does not help, tey less, 1.05-0.95v.

Is tjos DDR-533(PC2-4200/PC2-4300) memory?

Memory is about a year old, and have had no problems in the past.

Tried up through 1.6v (MCH Core) to no avail.

Takes several 'reboots' before I can get back into the BIOS.

System stops at "Verifying DMI Pool Data.........." everytime.

Tried 1.05v (MCH Core) and can't get back into BIOS. Going to clear the CMOS and try again.

Sticker on module is "PC2 4200 DDR2 SDRAM" (128Mx64) 1GB.

I'm only using one (in slot 1) at this time.

Um... its not your ram. Your OS is corrupted and that whats causing the issue. Try to boot from CD or try to install a new OS on a new hard drive and I bet it goes away.

If the initial ram check reads fine, then your ram is fine. DMI issues are OS, harddrive, boot setting things generally.

Personally, if I was in your shoes, first thing I'd do is run qflash and flash to the most recent bios. If the problem doesn't go away, then I'd try to boot from cd and I bet it goes away instantly and you'll be able to boot from cd.

I don't think he get to the stage of loading OS.

What default speed is shown for the memory in BIOS?

yeah he does. if he gets to where its checking DMI its actually looking at the harddrive at that point for boot data and checksum stuff. if you're running a raid0 setup and you switch to ide by accident, it does exactly what he says is happening.

try booting restorind default settings and then booting from cd or something.
