Are you sure you did not misplaced the decimal point in CPU/MCH Reference?
CPU Termination and PLL may be dangerousely high. What is the best you have done so far stable? EDIT: I see you have not began with optimized defaults loaded, and MCH Core is very high too.

Enabling LLC may help with your Goal.
Also using slightly less multi and a bit more FSB, or even the other way around could help. On the CPU Term and References front, many dual cores respond to lower MCH ref. Set CPU term to 1.2V, then set MCH ref to one notch lower than default (0.740V) and procede to test all CPU term values up to 1.4-1.45V. If no joy, again decrease CPU term to 1.2 and set MCH ref to 0.720V and repeat. Going down as far as 0.68V MCH ref @1.2VTT may be useful. IME, MCH Ref is a crucial setting. For me and this config, 0.760V MCH Ref fails Prime right away, 0.740V fails in ~20 min, 0.72V fails in 7 hours and all extracted archives are "corrupt". At 0.70V MCH @ 1.2 CPU term, then increasing CPU Term to 1.4V (leaving MCH Ref to scale) gives me all the stability I need. You may also get away wil less MCH core. Sometimes too much can lead to problems. You may well need that much, but for a mere 273 FSB, even with a 4.5GHz CPU, 1.24-1.36V should work out OK.

well i give up ... all i manage to do is 4.5ghz and @ 1.8v ! and all screenies iv'e seen in google or HWBOT is with those high voltages .
i tried this chip with my brother MOBO which is X48-DQ6 and still nothing. its a bull**** from Intel , too good to be true... like it said .my Q6600 can hit the 4ghz and my old e6300 1.8ghz can hit the 3.33ghz @ damn better volts than this crappy chip , don't fall for this trick of sales from Intel save your money :).

CPU and MCH ref are ~63% of VTT at stock, that's correct. When tuning refs you can change the % to gain stability. As I say, I found stability at ~58%.
I've never had any success with changing CPU Ref on a dual core personally, but I'm sure others may have. It's not the first thing I'd change but I'd consider playing around with it. That CPU is more of a tweakers toy than a serious top quality unlocked CPU. It's a fun thing to play with and under extreme cooling can go high up on frequency. Even under air it remains quite cool. Also consider the possibility that you got a "not so good" one. As with all CPU's ther's natural variation. The chip was an experiment by Intel, which was the reason it only officially went on sale in The People's Republic of China.
