X58 BIOS LED Debug Codes
Removed the battery and put it back after 5 mins. Loaded optimized defaults immediately and reverted to your suggested settings. Boots at 8x402Mhz = 3.21Ghz only when PCI-E frequency is set to "Auto".
Reflashed to F4 bios following manual instructions and still no luck at FSB400Mhz when PCI-E is set to 100.
Cleared CMOS by removing battery again and loaded optimized defaults, yet the problem persists :(

What letter or symbol are you using beside your ram multi?
Static Tread may not go lower because of your ram, 7 should work though but not always. You may need more volts then your ram allows under warranty to use 7
Why are you still not using the correct Refresh to act setting? You need to set 52-62, and I would for now set 65 to be sure that is not the issue. And you need at least 2.-.3 MCH voltage
Have you tried (With all previous suggestions as well) no extra voltage and or more voltage to PCI volts? Tried PCI-E 101-105?

PCI-E can't be set at anything less than 120Mhz when FSB is set to 400Mhz. But then i'll retry like you've suggested to be on the safer side.
Ok, use 2.00 or 2.40 or 4.00+, dont use 2.50 or 3.00.
The 2.00 and 2.40 are 333 strap and 4.00+ is 1066 strap, they others are also on the 1066 strap but may not work so great
2.1V may not be good for your ram since it is rated at 1.8 ( I would personally use 1.9-2.0 though. And normally 1.8V ram is Budget so it may die easily with 2.1, and that also may be the reason Static tRead of 7 wont work for you
120 is way to high for PCI-e Freq, you will corrupt your Hard drive and possibly damage can be done. 110 is a max, and not suggested to be used
