The problem is cpu only underclocks when voltage is set to auto or normal,if its a fixed amount then cpu won't downclock on idle however there's another way by using dvid,first set cpu voltage to normal in cpu voltage list and make a note of what voltage cpu uses then find out your max cpu stable voltage and subtract max stable from normal voltage for example setting normal gives you 1.25v and your 100% stable with 1.15v then look for dvid in bios and enter -0.10000v,keep cpu voltage on normal setting,now when under load it will only use 1.15v instead of 1.25v and will still throttle down at idle
