Upgraded to a GA-Z77X-D3H from a Z68 GB board.
I dropped it into a system keeping most components; already had an xfx 6950 + 16gb Corsair XMS + 2600k - and a Win 8 install on an attached SSD. System booted 1st time, but did not show ANY post info; only the windows 8 login screen after it seemed to boot completely.
I tried nearly every combo of displays on boot with everything plugged in and still no POST/UEFI. VGA on mobo, DVI on both 6950 ports and mobo.
I was only able to see POST after removing 6950 and hooking to mobo DVI. After setting PEG to init first and saving, seemed to revert to auto setting on reboot. Even attempted disabling internal graphics then installing my 6950, but no dice. It appears the only way I am able to see POST/UEFI is without my PCIe graphics card installed.
Saw similar problems to this here and almost exactly here - but I don't think PSU is my issue (new 750 watt thermaltake).
Help? I don't want to have to remove my PCIe card every time i need to tweak the bios/uefi.

I have cleared CMOS to no avail, but I don't believe i explicitly reloaded optimized settings. I did go though all the settings to ensure they appeared good, and attempted to save. I'll try and load optimized settings after clearing CMOS tonight to see if anything changes.
Edited original post to include F15 bios version and V1.0 HW rev.
Did this work prior to updating bios?
Did you update the backup bios after flashing? Update backup bios by holding down the ALT+F10 keys doring post.

This did NOT work prior to upgrading bios - I believe the shipped version on the one I got was F10. After determining that I could see POST and boot windows with the PEG adapter removed - I upgraded bios thinking this may have been a corrected issue (my SOP).
I know the display architecture on the sandy cpus are different - wonder if this may be a contributing factor if the target for this board is Ivy?
I just removed the PEG adapter, cleared CMOS, and forced optimized defaults. Was able to view and change init display and have it persist through reboots. I also held alt-f10 during boot (did not see any status that backup bios was updated, but splash screen did not move forward until release). Rebooted a few more times to ensure settings stuck. Thinking that may have done the trick, I reinstalled PEG adapter. No dice; no POST / uefi showed - only display after windows was booted.
I pressed del during boot to enter uefi while PEG was still in - it appeared to stop booting, but again, i was unable to see anything connected to dvi on either PEG or mobo. Rebooted again with DVI connected to mobo...nothin.
As soon as I removed PEG...POST displayed through dvi on mobo.
I have not opened anything formal with gigabyte yet. I figured the community might be the best first route.

try turning of pc at the wall and hold in front panel power button to fully drain the motherboard of power,then leave it for 30mins then see if it picks up the gpu

For this to work you need to make sure you are using a wired keyboard. You can try again with the wireless if that is what you are using but the above that you mention is normal, sorta.
Here is the trick, Hold the alt key down before the post and spam the f10 key the system should hang or appear to be hung. Release the alt key and f10 for a split second and then resume holding the alt key and press f10. You should now hear the system post spam that f10 key a couple more times then release the alt key and f10 for another second and them resume hitting them again. This should ensure that you get the screen.
