Both the Optiplex and Dimension have the latest BIOS. The graphic card has the latest F2 BIOS...

I'm experiencing the same issue with a Gigabyte HD 6450 graphics card as well (mine is the fanless GV-R645SL-1GI). Also with Dell 1907 screen via DVI. The Dell monitor works fine outside of Windows7 and before loading the ATI Catalyst drivers. But once the Catalyst driver is loaded, the monitor goes to sleep once Win7 loads.

Do you know if this affects all ATI HD6450 cards, or just Gigabyte ones?

After a long battle with Gigabyte, they finally swapped out the card for one with an nVidia chip...
