i tried to make the changes you suggested. I wasn't able to select +.135 for DVID because that was not an option (I don't think), so I chose +.13125. I think the next option was +.137. I started the PC after saving and it gives me the windows failed to launch messages. It automatically performed the startup repair and asked do I want to restore my PC using system restore. I selected restore. I still could not load windows afterwards so I tried to clr-CMOS. I checked BIOS 'QUICKLY' and everything looked back to normal. Tried to start up again and it still would not load windows. I then went back into BIOS and the CPU clock ratio was changed to x15. Making my speed only 2.00Ghz (not 2.8). I changed it back to x21 and it's starting back up.

any thoughts? I know that's a lot of information...
