Hello, first of all SpeedStepping is enabled in UEFI.
The A-Tuning utility fails to output the CPU frequency below 3200-3400 mhz on my i5 4460 in windows 8.1. Everything works fine if i restart in Windows 7.
Despite reinstalling windows 8 and swapping settings in uefi, this seems as a Win8 A-Tuning utility bug. The power settings are set to moderate and minimum cpu usage is 0%, and maximum set to 100%. And still, the utility running in standard mode, acts like i've set it to Performance power profile.
If i set Power saver profile, the pc constantly stays in 800mhz and freezes to death most of the time, because of incorrect "speed"stepping.
I was glad to notice the correct fluctuating values(i hope) in Win8's task manager, without fearing my cpu's death.
