Customizing folder icons, what program should i use?

I have a Documents folder and too much sub folder, i want to change some icons with logos and pictures son i cans find them fast, is there a FREE program that create icons that i can usefor that matter?? I am thinking about a program as simple as paint! An Open source program maybe??

You could just use paint....
But try GIMP. (Google it)
