Post a screenshot (Alt + Prnt Scrn, paste in Paint) of Task Manager. If you don't have some sort of file sharing program accessing them, then it could be a virus of some sort. There are other possibilities, but let's start here.
Recently, whenever I tried to delete, move or even rename a music or video file, a message box comes up saying that the file is in use by another person or program and cant be moved, I can't even change my file associations either, so can anyone help me?

yeah yawgmoth is right.... this happens if you are using peer 2 peer programs that are sharing files over the network that you possibnly downloaded.
