Can i Buy/Use window 7 OEM?

I want to build a PC from newegg.com.Buying new MB,Processor,Ram,HDD,etc.I was wondering if i can buy the windows 7 OEM instead of Retail for two reasons:
1.Cheaper
2.Plan on building and selling it,not for my use just to make money.
Is it legal can i do this or do i need a account with Microsoft or do i have to be a company?

Yes you can!

The OEM version is just supposed to be tied to one set of hardware, but you can call in for reactivation if motherboard or CPU, ect dies and they are usually forgiving on that. Retail just offers moving to different hardware easier, but still only activated on one machine at a time of course. And retail also offers official support via phone, chat, ect. which the OEM does not.

So, the whole thing about being a licensed OEM "dealer" is not needed?
Buying Windows 7 OEM will install just fine, with no issues.....?
