are you using the latest bios for that motherboard? you should be able to update from a usb stick from within the bios

I am trying to fix a computer for a friend and would like some advise. We have replaced the motherboard and HDD with new ones and still can't seem to figure out the issue. Using an ASRock 970 Extreme3 for the new board and Hitachi 1TB (7200rpm) Deskstar HDD. Diablotek 600W PSU. 8GB (2x4GB) Kingston HyperX Blue DDR3 1333 ram. Phenom II X4 960T processor. ASUS GTX 560ti 1GB OC graphics card.
Having played with a lot of the BIOS settings I can get two Errors to come up.
0x0000007E (0xFFFFFFFFC0000005, 0xFFFFF8000D2F6CCA, 0x00000880009A8748, 0XFFFFF880009A7FA0) - HDD in IDE configuration
0x0000007E (0xFFFFFFFFC0000005, 0xFFFFF8000D563E12, 0xFFFFF880009A85D8, 0XFFFFF880009A7E30) - HDD in AHCI configuration
I'm to the point I think it could be the CPU, PSU, or GPU. Mainly the CPU or PSU though, would be my best guess.
New HDD hasn't had windows on it. No HDD's with windows on them will boot it either.

0x7E = Corrupted OS file, possibly from overclocking. Run sfc /scannow and chkdsk /r
Once Windows is installed onto a hdd with AHCI enabled you keep it that way or make changes to the registry.

System is not OC'ed in anyway. I'm going to update the BIOS (it said it had support straight from the box for his processor, but maybe it doesn't). I am installing windows via USB. His system doesn't have an optical drive. I had made a disc image of my windows 7 cd using PowerISO and formatted it to a usb using WinToFlash. I have ruled out the ram and gpu as they work in another one of my systems. I can't really test the CPU since I don't have another AM3 socket CPU that I am willing to take out of a system.

it could be usb/win7 install thats throwing up isues,would be better to pick up a cheap optical dvd drive?
good img burning/creating software is imgburn,maybe corrupted disc image?

I have tried using ImgBurn now with the same results. I tried recreating my disc image and it still gave the same error. I updated to the latest BIOS and still nothing. I have also tried downloading a windows ISO from:
Official Windows 7 SP1 ISO from Digital River « My Digital Life
None of their 64-bit ISO's got me past the error. But all of them worked to install on a different computer.
I am thinking PSU or CPU. Leaning more toward CPU. What do you think?

So you are getting this BSOD 0x07E on a windows install? When are you getting the error, is it when windows is copying or after its first reboot?

The error occurs after windows reads files and the logo appears. I don't even get to enter the setup for the install.

OK so you are still trying to boot into the windows installer, which you never make it to...

You said you replaced the motherboard and hdd was that before you had this problem or because you are having this problem you swapped motherboards and hdd's?

I got the new motherboard assuming that it would fix the issue. It didn't and yielded the same error. The new HDD was only because we really needed more space. He was using like a 150GB 5400rpm drive. I haven't tried installing through DVD since he has no optical drive, all USB. I did take my windows disc and make it into an ISO on my computer, then I formatted the ISO on the USB. So the other motherboard is probably is 100% fine.
