Did a system restore to the earliest date (only 4 days ago) and it wasnt able to complete. After a restart, it would no longer run Windows and I am getting an error saying Logonui.exe cant start due to the missing file crypt32.dll.

What would have caused this and what can i do aside from reinstalling Windows to fix this?
