Default dell inspiron 1545 not charging

Hi have a laptop that would not start. Hooked up a targus power supply and it booted. Battery not charging. So bought a new battery and still won't charge. Did a search and re-installed battery driver in device manager but didn't solve the problem. Can it be because its not a dell power supply? Specs are identical on them.
    Thank you

If you put the same volts and amps on the correct pins, the laptop shouldn't care who made the power supply. I suspect from what you've presented, that the circuit which controls the battery charging has failed.

What can you tell us about the provenance of the laptop? Did it ever work while in your possession? If so, what symptoms did it exhibit before and as it was failing?

The laptop does work with the off brand charger i was using. It just wasn't charging the new battery. The new charger showed up and it did start charging the battery. So the problem is fixed .
    Thanks for replying.
