The motherboard I just bought is an Abit IC7, and support 800 MHz FSB. I am buying a 2.6 P4 (800Mhz) FSB, and I am deciding to either buy DDR(433) or DDR(500), im guessing that the clock multiplier will be set to (13x200)=2600Mhz. is that right, and is the clock multiplier for every Intel P4 13 or does it change according to the processor? If I buy the DDR(500Mhz), can I overclock it safelt so that it will run at 500 Mhz?

It changes for every Intel processor.

2.4a, 400FSB is 24*100
2.4b, 533FSB is 18*133
2.4c, 800FSB is 13*200

Intel mulipliers are locked and cannot be unlocked.

The 2.6c is 13x200 default, yes. The 2.8C is 14x200, etc. Of course all the multis are locked.

To run your ram at 250mhz, your CPU would have to be running @ 13x250, or 3250. Every P4C chip can reach this speed, and usually with stock cooling too. You wont have any problems. Might need to bump up the voltage a teeny bit, maybe 1.575 or even 1.6, but that's no big deal.
