Download Speed - Odd

hey guys i have a 512k adsl connection - and i normally get a download speed of about 52kb/sec (is this normal?). As soon as I begin the download however, for about 1 second or so my speed is a constant 200kb/sec. Is this an error where the download window doesnt work properly at the start or is the file actually downloading at 200kb/sec? It does the same thing in my Download manager (Flashget v1.65) which is registered. I am wondering if i can get my normal download speed at 200kb/sec for the whole file, not just the first meg or so. There are a huge number of issues that can cause poor download speeds so the first thing to do is check out http://www.dslreports.com/tweaks/ for some very good initial pointers. You'll need some sort of java support to run their testing package, though.
