Different Latencies

I wanted to know if two similiar memories with different latencies are compatible.
For example would a 512 mb pc 3200 400 Mhz CL 2.5 be compatible with a 512 mb pc 3200 400 Mhz CL 3.

If you're buying 2 sticks to use as a dual-channel pair in a motherboard they should be identical. If you bought a CAS2.5 and CAS3 stick and put them in a single-channel board, theyd both run at CAS3.
