The DVD and the burner can go on the same IDE channel (make sure the burner is Master), and the floppy works of it's own channel. This leaves the IDE channel #1 for your 60GB hard drive and another available device (future hard drive?) can be added later on.
Which board really depends on you. There a re a lot of very high quality boards around right now. Since you're going AMD, I would highly recommend one of the KT333 based boards. They offer great performance, most give you outstanding overclocking options, and the DDR333 support keeps you in touch with future technology.Old age and treachery will overcome youth and skill
