Open GL is an API(application programming interface), it is similar to D3D/GLIDE with the exception that it is "open" meaning it can be used in other platforms like Linux. D3D is Microsoft's proprietary API.
Open GL is used more often in professional environments like CAD.

the 'open' part of the name doesn't mean it's multi-platform (although openGL is), it represents the licensing OpenGL uses and the methology used to develope it

you can read more about OpenGL here: http://www.opengl.org/about/overview.html
